No changes in the security cap for DTH
The government does not propose to change the provision for
a security cap of twenty per cent for setting up direct-to-home
(DTH) television platforms despite the objections raised by
Prasar Bharati, the Indian broadcasting foundation and others.
Information and broadcasting Minister Sushma Swaraj also told
newspersons that the guidelines relating to DTH have been
finalised and sent to the law ministry. They are expected
to be cleared and announced in a few days, she added.
The Minister said that the guidelines were generally the same
announced on November 2 last year, when the decision was taken
to lift the ban on the KU bandwidth on which DTH can be beamed.
Swaraj also announced that the law ministry had opined that
an amendment was necessary in the cable television networks
(regulation) act for making the introduction of conditional
access systems compulsory for cable TV networks.
The Minister said that the government would be happy to support
Prasar Bharati if it took a decision to set up a DTH platform
in collaboration with other partners like the Videsh Sanchar
Nigam Limited (VSNL) and Mahanagar Television Nigam Limited
(MTNL). However, she said nothing could be said about this
until Prasar Bharati forwarded a proposal on the subject.
