Ban
on use of KU-band for DTH lifted
The ban
on the utilisation of the KU-band for Direct To Home (DTH)
has been lifted. A statement from the Ministry of Communication
said a notification has been issued to remove the ban on use
of KU-band for DTH services. This is the first formal order
permitting use of KU-band for DTH and it has come almost two
months after the Government allowed DTH in India. The Radio,
Television and Video Cassette Recorder Sets Rules 1997, has
been amended through the gazette notification.
The notification has removed the prohibition that was in force
for the use of such apparatus in the frequency bands 4800
MHz and above with immediate effect.
Meanwhile, the Government is yet to issue guidelines for the
recently cleared DTH services in the country, though it is
expected soon. Doordarshan, as we have mentioned earlier,
is negotiating with several private players to work out partnership
for DTH services in the country. The Prasar Bharati Board
has already cleared DDs proposal into this area. It
has also allowed DD to enter into an alliance with private
players for a DTH platform.
Prasar Bharati CEO, R.R. Shah, had several rounds of talks
with the bosses of satellite channels like Zee, Star and Sony.
But DDs plans in this area cant be concretised
till the government issues guidelines for DTH. At the same
time, DD is compelled to go for partnership with private players
because DTH needs huge capital investment. Another impediment
in DDs DTH plans is the 20 per cent anti-monopolies
sectoral cap on broadcasting companies. A majority of the
players are against it but Sushma Swaraj has clearly said
that no change was possible now.
Details of on-going talks of DD with private satellite channels
and other players are expected to be placed before the Prasar
Bharati Board which is expected to meet soon. It is interesting
to note that DD has already shortlisted the partners for digital
terrestrial services in the country, details of which are
nor yet disclosed. This technology is expected to give DTH
services a tough competition. DD also claims to be in the
lead as far as taking an initiative on DTH is concerned.
