KALINGA
STUDIO SCAM:
Inquiry report tabled in state assembly
By Shyamhari Chakra
BHUBANESWAR: A report on the inquiry conducted into the affairs
of the state-owned Kalinga Studios Limited has revealed that
the unit has sustained an accumulated loss of Rs 1.88 crore,
since its inception in 1982 owing to mismanagement and frequent
changes of managing directors (MDs). The inquiry by the additional
secretary in the industries department, T Ramachandru, was
initiated by the government following allegations of corruption
and administrative lapses by some members of the Orissa legislative
assembly. Industries minister KV Singhdeo submitted the report
in the house in the recently-concluded monsoon session.
The report said that while the private studios with little
investment and infrastructure are making good business, the
studio has incurred continous losses barring the year 1997-98.
Further it suggested merger of the studio with the Orissa
Film Development Corporation.
The frequent changes of MDs during recent years has resulted
in mismanagement of the studio affairs, the report maintained
and added that being stationed at Cuttack as the chief executive
of the OFDC, the MD has little scope to supervise the day-to-day
activities of the studio. The report recommended appointment
of a full time MD for Kalinga Studios with a minimum tenure
of three years.
