Mumbai Chakachak, a comedy that casts Rahul Bose in the lead, will feature around 50 of the city's municipal workers playing themselves.
"The film will show how the civic authorities come up with hilarious but novel ideas to educate the masses," Shetty said.
"Despite repeated requests from the authorities, we forget to keep our city clean - a city from which we take so much but forget to give back anything," he said.
The project, to be produced by Shetty, aims to raise civic awareness in the city of 19 million people but steers clear of being a documentary.
"Subjects like this cannot get preachy, people will not watch the film and our effort of sensitising people will go to a waste," the 48-year-old actor said.
Shooting for Mumbai Chakachak is expected to begin in March.
