The killer, dubbed 'Stoneman' by the media for the way he smashed victims' heads with a heavy stone, was also linked to similar murders in Kolkata around the same period.
"The film will tell audiences why this character could never be brought to justice," "Stoneman" producer Bobby Bedi said. "It is about what went wrong in the police investigation and exploring the psyche of Stoneman."
Bedi said he was inspired to make a film based on the serial killings after realizing people still talked of the infamous murders that took place two decades ago.
"People still remember this character for the way he killed his victims," he said. "Stoneman hit the headlines then, has never been caught and no one knows the identity of the person - that has added an element of mystery."
Bedi said his film will not glorify the killer in any way.
"There is no question of praising someone who went on a killing spree. We will condemn his heinous act."
"Stoneman," being directed by Manish Gupta, sees Kay Kay Menon and Arbaaz Khan in the roles of police officers. Shooting for the film has begun and it is expected to open in cinemas later this year.
