to be published guidelines of DTH service

The Information
& Broadcasting Ministry which had announced that it would
make the guidelines of Direct to Home (DTH) public, is yet
to do so. The Union Government had decided to permit DTH TV
service in KU band in India. The prohibition on the reception
and distribution of television signal in KU band was removed
by Department of Telecom by a notification dated January 9,
2001.
The guidelines for obtaining license for providing Direct
to Home (DTH) in India was referred to Law Ministry for its
clearance. Sources say that Law Ministry has cleared it and
sent it back to I&B Ministry. Now there is talk of guidelines
being referred to the Home Minister L.K. Advani, who is also
the chairman of the Group of Ministers on DTH, for a second
opinion.
There is considerable pressure from the private sector to
amend the sectoral cap clause that restricts investment by
media companies involved to 20 per cent of total investment.
This is basically to cut down on the monopoly practices. For
instance, in the case of Cable, TV companies who own cable
systems often do not allow their rival channels to be telecast
on them. Screen managed to get a copy of the guidelines on
DTH service in India prepared by I&B Ministry, which is
not public yet. The salient features of eligibility criteria
are given in the box.
